February 7, 2013 9:42: am pamk. Rswo, neighbor, joe phillips, redacted phone number, reports foul smell from building. I walked around the house and saw no obvious dangers and smelled no odors as indicated in the complaint. The house is posted by young properties as having been winterized. It appears to be vacant. Also, there is a note on the door stating the previous owner doris williams is deceased. I am final approving this permit since it is vacant and there is no apparent health hazard.
