City of renton proposes to construct a shallow earthen berm within a wetland buffer for the delaney park subdivision in order to mitigate flooding of an adjacent property (the mellish property) located at 721 kitsap ave ne. The berm would span 43 linear feet in the wetland buffer of delaney park tract a and shamrock heights tract l. Historically drainage of the shamrock heights tract l flowed to the northwest across what is now delaney park tract a. Development of delaney park in 2011 included a public sewer easement which crossed to the west over tract a in order to connect with existing sewer infrastructure. The sewer line was placed at a shallow depth to facilitate connection to the existing infrastructure. To obtain sufficient cover fill was added to create a berm over the sewer line.
