Spruce tree was removed by urban forest proffesionals without a permit. They did not provide proper documentation with the application, so joe welliver (tree tech), held the application until they could provide the documents showing the reasons for removal. I requested the hard copy application be sent to me so i could provide an inspection to confrim the spruce tree was within feet of a building or attached structure. When i arrived onsite 7-21-15, the tree had been removed, stump was ground, and the soil had been graded along with new footings and pillars for a patio awning. I contacted the homeowners directly to discuss, and they told me the tree was not within feet, they did not review the mitigation plan, which was determined to have already been an established tree. I will be setting up an adjacent child case for the po to file for a retroactive permit with the 2 fee, and approved mitigation plan. I will be issuing a violation letter to the contractor urban forest pro.
