Residential alteration

I would like to have all the tree looked at recently the neighbor decided to start cutting trees that are located on my property including grand oaks 5 in total with out my permission and i need to get more information and have it evaluated to have a professional to look at because theyre now un balanced because of them. Theyve also built an illegal side walk on public property in the front of theyre house with out a permit and now floods my whole yard every time it rains because they are stopping the natural flow of water on the land not to mention the drive way they build and loads of dirt they loaded into the yard. Theres also a grand oak thats hanging over my daughters bedroom thats rotting almost falling bound to fall though the house potentially hurting my daughter if shes in the room and my house
