These words are from an e-mail from the water bureau acknowledging that they build a large turnaround and parking spaces in an enviornmental protection zone with out permits and brought very large ,very heavy equipment into an enviornmental protection area without permits to repair the break (and the damage to the ada-accessible trail adjacent to the vivian parking lot). Also very rare butterfly habitat was destroyed . 5/7/15 additional complaint about fill in environmental zone without permits.
