The homeowner installed storm shutters on her property through a contractor in 2012. The shutters were necessary for storm/wind prevention, and also increase the curb appeal of the home. The hdlc later determined that the shutters were a type of "bermuda" shutters not allowed under the hdlc rules. The contractor who installed the shutters did not inform the homeowner of this potential rule violation, and supposedly obtained all permits in 2012.
