The estuary is a permitted commercial subdivision in hillsborough county. Lot 9 of this commercial subdivision is the site of the topgolf development. There are several out-parcels in the area north of the developed topgolf site. The owner wishes to construct the utility infrastructure only needed for the future development of these out-parcels. This infrastructure will include a sanitary sewer line that connects into the existing lift station just north of topgolf as well as a water service connection off the water main running along palm river road.
