In order to replace the elbow, the conduit will have to be dug up back to the hand hole shown in the foreground of the picture. And, the fiber in the hand hole will have to be cut. Rocky mountain power electronic technicians will cut the fiber to initiate the work. Kt services will have to cut out the asphalt as a part of the excavation to get to the pvc elbow to replace it. Kt services will be responsible to replace the asphalt and the fiber will have to be re-spliced by rocky mountain power electronic technicians to complete the project.
