Illegal apartment in virginia-highland i would like to report an illegal apartment in the house behind me. I have lived in my house since 1979 and i remember when the apartment was built in the early 80s without a permit. I reported it at that time and again a few years later, but never got any response. The property is now empty and bank-owned. It is being advertised as having an "in-law suite accessible from stairs in the exterior back of the house". I would like to see this taken care of before the propery is sold. Over the years there have been some loud tenants in that apartment. This is the perfect time to straighten out this mess.
